Should not the writer.setOutlines(master); call add bookmarks to the document?
I put it just before document.close(); at the end of function.

As you know, I'm off to JavaPolis again today (the whole week actually),
so I can only give you a quick answer.
A first glance at your code tells me you are creating a HashMap with
outlines and a PDF document with PdfCopy. These are two separate parts
in your code. I don't see where you tell PdfCopy: hey, I created these
bookmarks for you, would you please add them to the document.
