I don't think this is possible by setting a PDF property.
You can create a PDF that shows its title in Adobe Reader,
but if the PDF is opened in the reader plug-in of a browser,
this will not have any effect (I tried it for MSIE and FireFox).

The only way I can think of to change the title of the page,
is by embedding the PDF plug-in in an HTML page (<EMBED>)
or by writing a web.xml that makes your URLs more elegant.
