As far as I know there is no existing method. If there is one you will be able to see it in the source code.
It is possible to extend the existing code but if you read the PDF specification on Optional Content Groups (OCG=Layers) you will see that it is not as simple as it may seem. I wonder whether it is possible to extend this somehow for (int i = 0; i < n; ) { ++i; page = writer.getImportedPage(reader, i); writer.addPage(page); } so that either addPage() will consider layers automagically or there is a method to get a layer object from the page object, so something like writer.addPage(page).addLayer(layer) would be possible.
