Please read the documentation in detail. There are no page events in RTF. It is not rendered by iText, no page events can be provided. You construct your header as described in http://itextdocs.lowagie.com/ tutorial/rtf/extensions/hf/index.html . Then you set them for the document before you open the document. That's all you have to and can do.
