Yes, if you set the total width (and lock it),
then you can ask the rows for their height.
See page 184 of the book.

Not with PdfPTable.
Although you could use a ColumnText object
to check if a table fits the page.
Also there are different ways to tell iText
what to do if a row doesn't fit.
That's explained on page 178-179.
