You can't just "set tagging" on a file.
Tagging is the process of associating "graphic objects" with
"semantic objects". For example, the following "draw text operators"
are describing a paragraph, or this combination of "lines and text"
is actually a table. Therefore, in order to perform this operation
you FIRST need to understand the relationship of the semantics of the
documents to the graphic operations and THEN you can apply the tags.
Applying the tags is easy...Figuring out the relationship is VERY
HARD!! That's the reason that there are only two companies that I
know of that offer such "after the fact" tagging (Adobe being one).
