The only thing I can think of, is that you have something like
<</TYPE 1>> instead of <</TYPE/1>> in your PDF (I've omitted
plenty of other stuff in the dictionary because I don't know
what your PDF look like).

The value of the /TYPE entry in a dictionary should be a Name,
not a number as the exception is probably trying to tell you.
But I can only guess without seeing the PDF.
