Yes.
I just generated a 40,000 page document (14,018KB) with iText. If you'd like to
test this for yourself, you can create a 200-inch square PDF and tile it into a
PDF with 1-inch square tiles as its pages. It may take a while for your program
to run, but you should be able to open the resulting tiled PDF in Reader.
Expect Reader to run very slowly with such a large PDF.
