Is this a linguistic question, for instance: you are writing
an article and don't find the right word to describe a concept.
Or are you looking for the name of a specific product.
Your question suggests the former "How is called", but I guess
you meant to say "Does anybody know such a framework?"

You are already naming one possible renderer: JPedal (GPL).
Another one (but not as complete) is SUN's PDF Renderer (LGPL).
I think that's it as far as free Java viewers are concerned.
