And what stops the user from right-clicking on the link to the PDF
and choosing "Save Link to Disk" (or equivalent)?? What if the user
has the Acrobat/Reader preference set to NEVER view in browser? What
if the user has a browser plugin that always downloads (ala
PDFDownload for FireFox)??
Even if you could disable the button - it wouldn't really help you :(.

Read the documentation for Adobe Acrobat or iText for how to create
your PDF with security - or apply it after the fact.
