If the PDF is modified on the user's computer as a result of a PDF action, and 
then saved in the PDF and/or subsequently displayed in Reader, I'm pursuaded it 
would be in violation of the EULA. OTOH, I'm not an intellectual property 
lawyer, so you shouldn't take my word for it.
