I don't know what you exactly mean, but I was part of the jury
for a student project yesterday, and one group of students used
a simple HTML editor in the browser where end users could create
HTML (without knowing it was HTML, they used a WYSIWYG).
Then they translated the HTML to PDF using HTMLWorker. Maybe
that's what you mean by 'fluid layout', but I'm not sure.
