BTW, you are asking a Yes/No question to thousands of people, the answer to which can be foiund on page 95 in the book. The question is even in the index as "decrypting a PDF". I can imagine, worst case, that hundreds of well-meaning people are looking up the answer for you. Can you imagine how many people hours are wasted in such a scenario, doing something you could have done yourself, with the available resources?
 
See the paragraph entitles "Decrypting an Existing PDF file" on page 95 in the book.
 
There's even a tool in the iText Toolbox that decrypts a PDF, for which the source code is available to you, even if you don't have the book.
 
Finally, if you had engaged me professionally to answer this question for you, you would have incurred billable costs in excesss of the price of the book. If you don't have the book, please thoughtfully consider buying it.
