Your requirement is still not clear. You want to cover 2/3 of a page with a blank rectangle? That's possible. But: if the covered text isn't a scanned image, people will be able to copy/paste the text, unless you encrypt the file and disallow copying (in that case, people also won't be able to copy/paste the text in the upper 1/3 of the page). Note that this kind of requirement is rather absurd, because the "protection" is only psychological. The "hidden" text will always remain there.
