No, not all PDFs have fields.
You could have a PDF without a form.
You could have a PDF with an AcroForm.
You could have a PDF with an XFA form.
If you have a PDF with an XFA form,
you can have static XFA forms or dynamic XFA forms.

Are you talking about the COS model (PDF structure),
or about the AI model (page streams)?

That depends on your answer to the previous question.
If you're talking about the Carousel Object System,
you can easily find fields and the text that is inside
the fields. If you're talking about the Adobe Imaging
model, you'll have a hard time retrieving the text that
is on a page.
