You mean developing a software from scratch, or using 3rd party libraries,
like POI or OpenOffice.org UNO for example? In the first case, I would
suggest to refuse the assignment right now, since it would be a HUGE LOT of
work, specially if you're on your own for it.
Before converting, I have to replace a String in the DOC with a PDF form

As I suggested before, you could try with OOo UNO : parsing the document,
looking for placeholders, replacing them with a field, and converting to
PDF. However, how this should be implemented is totally off-topic here, and
you should post any further question to the proper forums or mailing-lists.
