To answer my own question - I was missing markUsed method. This is code
snippet that works:
AcroFields.Item buttonItem = stamper.getAcroFields().getFieldItem("Button");
buttonItem.writeToAll(PdfName.A, PdfAction.createResetForm(null,
PdfAction.RESET_EXCLUDE), AcroFields.Item.WRITE_WIDGET);
buttonItem.markUsed(stamper.getAcroFields(), AcroFields.Item.WRITE_WIDGET);
