I said that I did not find that an action relative to an XObject was not possible. Given the rather broad description in 4.9, and the general expectations of working with a Graphics2D object, I was hoping positioning an Action dictionary relative to a Template would be possible, but thanks for confirming that its not. I'll try to find a way around using the template.
