Reader enabling is PDF involves using a PRIVATE KEY owned by Adobe. 
Therefore you won't find ANY 3rd party software that allows you to 
reader enable a PDF.

You NEED Adobe Acrobat or LiveCycle ES to make a PDF reader enabled (or 
as you put it: the extend features in Adobe Reader).
