Imagine software that creates a PDF with header PDF-1.7 and even with a version 1.7 key in the root dictionary, BUT suppose that this software doesn't support portable collections. Then if you ask: "does this software support PDF 1.7?" The answer is: "yes, you can create PDF 1.7 files with that software." However, if you then try to create portable collections (introduced in PDF 1.7), you will hit a show-stopper. You will feel unhappy and argue that you were misinformed. The vendor will feel unhappy because he DID inform you correctly, and argue your question was not accurate. In such a discussion I choose the side of the vendor. If you want to be sure that the software supports PDF 1.7 because you need portable collections, then you shouldn't ask "Does the software support PDF 1.7?" You should ask "Does the software support portable collections?" Only then you will get an accurate answer. By the way: iText supports portable collections. And I repeat my original counter question: why are you asking?
