No, it isn't.
Images can be stored in a PDF in different ways; see ISO-32000-1.
I've done a search for PPM in ISO-32000-1 and this is what I got:
"Reader has finished searching the document. No matches were found."
We've had several similar questions on the list lately.
For instance: people who extracted images bytes from a PDF and
who thought they could create an image using only those bytes
(without knowing the number of components, without the bpc,
without the width and height,...).

Please phrase your question correctly, or point us to the exact page
in ISO-32000-1 where PPM is explained.
