You should be adding the phrase as part of the content you are adding.

Correct me if I am wrong but you want "Page # of #" to be part of your
content. If so, simply create your _pageNumber template either within
PdfPageEventHandler or elsewhere then pass the reference of _pageNumber to
the method I provided below and add the Phrase similar to the other content
you are adding (pagagraph.add(phrase) should work). At this point, the
phrase you added to the paragraph still holds a placeholder of
totalPageNumber.

in onCloseDocument make sure you write the totalPageNumber into the template
as shown in the book. At this point your content should have totalPageNumber
in place.
