I stopped reading your workflow here, because this is a showstopper!

Saving a form locally involves Reader enabling the PDF.
Reader enabling unlocks specific functionality Adobe Reader,
so that it behaves as if it were Adobe Acrobat.
Saving a filled in form is a typical example of such functionality.

Reader enabling can only be done with Adobe Software.
Why? Because the extended functionality in Adobe Reader
can only be unlocked for documents that are digitally signed
using a private key owned by Adobe.

No third party is allowed to use this private key.

As you have found out trying out different approaches,
there is no workaround. It should also be obvious that
you can't encrypt a PDF in append mode: how would you
encrypt content by just appending extra bytes???
