What do you think that the tab order key does?  It only impacts what happens 
when the user types a tab key.  It has NOTHING to do with programmatic or other 
processing of the fields.

Using Acrobat 9.

PDF attached... Initital fields created using Acrobat 8.2. I reset the /Tabs to 
 /R on each page in itext...
Opening the document back in Acrobat shows tab order by row... but it is still 
on Annots.

Also, I'm taking that once I set the tab order to row and if I read the fields 
back in itext the fields be in the row order... but that is not the case either.
