Yes, there are definitely more options if you're creating the pdf directly
(e.g. you could just create the PdfAction and assign it to whatever chunk
you want).

In our case, the pdf reports already exist, so we have to use a stamper,
which doesn't access the primary content layer - so adding annotations on
top is the only option.
