First let me explain why I think your question is strange: how come you want to extend and develop PDF if you don't even know that PDF is an ISO standard?

Adobe brought the PDF specification to the International Standards Organization (ISO). PDF is now an ISO standard: ISO-32000-1. The first thing you need to do if you want to study and research the PDF format, is to get this standard and read it. You will discover that you can add custom functionality to PDF if you respect certain rules. Note that the 1000-page document won't be enough, you'll also need to read other Technical Notes (e.g. about fonts, colors,...), RFCs, and other ISO specifications (ISO 15930, 19005,...).

If you want to "develop the PDF format", you should register with your country's standards body. For instance: if you live in Belgium, you have to become a member of the NBN. When you apply for membership, you have to specify your area of expertise.

From the moment you've paid your subscription fee, you'll receive drafts of the newly developed standards. For instance: a couple of weeks ago, you'd have received a DIS (Draft International Standard) for ISO 19005-3 (PDF/A 3, a subset of PDF) and a DIS for ISO-32000-2 (the upcoming PDF 2 version).

You can then read those standards, and send your comments to your country's standards body. This institution will assemble the comments, and the comments will be discussed in the appropriate committee (the ISO committee for PDF meets 2 to 3 times a year). Your country may chose to send a representative to this committee.

After each committee, you'll be send information about the decisions that were made, and in many cases, you'll be asked to cast your vote indicating if you think the standard should be approved or not (if not: what needs to change, etc...).

I hope this helps. Note that this work isn't paid, normally you have to pay to become a member, but the fee is relatively low. For instance: in Belgium, the membership of the national standards body costs 121 euro/year (VAT included).
