Yes, that was based on a different interpretation.

Summarized:

If the customers need to fill out the PDF, you need an interactive PDF form.

There are two flavors of forms:
- AcroFields: these are represented using widget annotations; they lay 
on top of the existing content; they are defined using fixed coordinates.
- XFA: this isn't really PDF anymore. The PDF is a container for XML. 
This is explained in the second part of the video. Note that FOP doesn't 
support this format. Forms like this are typically created using Adobe 
LiveCycle Designer.

Note that the following is impossible without using Adobe software: "the 
end-user can fill in some of the details and save the PDF." An end-user 
can't save a PDF he or she has filled out UNLESS (1) he owns a copy of 
Adobe Acrobat, or (2) the document is "Reader enabled". Reader-enabled 
documents are documents that are signed using a private key owned by 
Adobe. When opened in Adobe Reader, functionality that isn't available 
for "ordinary" PDFs is unlocked. In a sense, Adobe Reader starts 
behaving a little bit as if you were working with Adobe Acrobat.
