That's explained in section 8.7 of "iText in Action - Second Edition."
The title of that section is "Preserving the usage rights of 
Reader-enabled forms."

If you have a Reader-enabled form, you need to fill it out in "append 
mode" if you want it to stay Reader-enabled.

It goes without saying that you can Reader-enable a form using iText.
Reader-enabling is done using a private key owned by Adobe.
No third party vendor is allowed to use that key.
