Let me see if I get this right:

You are merging two files: file 1 with pages of size W1xH1 and file 2 
with a single page of size W2xH2.
W1 is different from W2, and H1 is different from H2.
In the resulting file, the pages from file 1 have a different size than 
the pages from file 2.

If that is what you're saying: are you claiming that this shouldn't be 
the expected behavior?
