Change this:
IupSetAttributeId(mat, "NUMERICDECIMALSYMBOL", 2, ",");
To this:
IupSetAttribute(mat, "NUMERICDECIMALSYMBOL", ",");
It does have the "Id" option. The symbol is for the whole matrix.
