However, this doesn't seem to work; my best guess is that there's some trickery between invoking a lower-level Makefile which pulls in tecmake.mak at a second level. There are a whole raft of other things, that showed promise of being able to tweak the environment without radical surgery, but changing these did not seem to affect any of the problem areas.
