Thanks for such a comprehensive review of my message.
I note that you describe some OS-provided facilities, such as the
terminal and filesystem filenames, as UTF-16 only, hence some of
the trouble (and you note that there are many more).
I was also unsure of editor-time vs compile-time vs OS-runtime vs
external-party-capability-time issues/interactions between the
different character encoding possibilities. You've clarified
these, especially the difficult-to-avoid OS API constraints.
