That's just the major GTK version... Anyway I'm downloading the Linux mint 18.3, because I would like to see the IupMatrix problem. This was reported before and I have no idea what's going on.
Regarding to IupPlot, there were no changes. Unless you moved from GTK2 to GTK3 also when upgrading your own system. IupPlot uses Cairo to draw even on earlier versions, and that has not changed. That warning can be ignored. We don't use the GTK layout system and sometimes GTK doesn't like that. We don't do anything during mouse move, this is an internal issue in GTK.
