I found a workaround. There's no etc/ directory in the .zip file I'm using, but there is one in iup-3.30_Win64_vc16_lib.zip, and that's where I found iupstub.c, which I've compiled, and linking with iupstub.obj /link /subsystem:windows results in binaries that don't pop up a console.
