It sounds like I may be the source of your problems then ;-)

Let me summarize what I think you’re trying to do: rebuild locally a package 
(ico-uxf-homescreen) using a local repo that you are creating yourself by 
downloading all dependencies for that package. Is this correct?

If so, you’d need to modify your gbs.conf to point at the local repo and make 
sure that that local repo contains *all* packages which are direct and indirect 
dependencies… that may be a tricky exercise.

I am trying to build the package locally by downloading the individual rpm 
required. The rpm folder seems to continue to older versions of the packages.

Indeed, the gbs.conf file I am using was passed on to me by you..

Based on the package versions being installed, it looks like you're trying to 
build this for an image that's older than the 3.0-M1 (from July 2013!)... I 
strongly suspect at this point that there is something not configured properly 
in your gbs.conf file. You may want to take a look here to see how to set your 
gbs.conf to build for various Tizen IVI 3.0-Mx milestones:
