Which user did you use ?  id shows below info of app user from IVI image:
root:~> id app
uid=5000(app) gid=100(users) groups=100(users),5000(app),192(weston-launch)

    I think this problem is different with 
TC-1353<https://bugs.tizen.org/jira/browse/TC-1353>, because there is nothing 
in the "/var/log/ico/"directory.
    I checked the journal log and there was some errors.
