The weston-devel-1.5.0-2.1 package that provides pkgconfig(weston) is missing,
causing weston-ivi-shell fail to be built due to dependency issue.

Please download it by following the link below and try again.

Hello,

I had network restrictions, so I was going for local build option. Anyways, I 
went with the remote build and could get past the errors.

Now, coming back to the original problem, it still persists even after building 
the commit that was suggested. That is, I am not able to launch applications by 
clicking on the icons from Weston-ivi-shell.

perform gbs build against the local repo.

sudo gbs -c ~/.gbs.conf lb -A i586 --include-all -R <path to local_repo> -D 
<path to tizen3.0.conf> --debug

Steps 1) and 2) are not needed.

$ gbs build -A i586 -C -R

 --skip-conf-repos
