An update, I have contacted the cable company about the shocking wire.
They, of course, will get back to me.

Also, the firmware didn't fix the buzzing.  Does anyone know if I have
any other options?

Either your house or the cable connection is likely not grounded
correctly.

You have a serious PE difference here!
