Just to be clear -- when you say "reboot" do you mean a simple restart, or do you mean you've tried switching your system completely off, then starting it back up? I've found that a restart without powering down usually doesn't solve this issue. On the other hand, I haven't ever seen it from a cold start. Your mileage may vary... doesn't seem like it should matter but apparently it does.
As I sit here watching NFL football, it occurs to me that captions are already so delayed that I wouldn't notice if they were early. I'll try flipping to the VCR during commercials to compare the "live" signal to the recorded one. One more thing. Have you removed any conflicting kernel modules?
