I had the same problem a few days ago. I was trying to reduce the noise on 
my cable TV signal by adjusting the coax connector. Afterwards I noticed 
that the show that was being recorded at that time, started to show this 
flickering at the top of the screen. The flickering started at the same 
time that I was adjusting the connector (the signal clearly got distorted 
a few times), but the flickering continued for the rest of the recording.

Perhaps the signal distortion somehow triggered the flickering problem. 
Unfortunately I've already deleted the recording. But I'll see if I can 
reproduce it.

I'm using PAL.
