No. You could make an application that does that, but it's a non-trivial
exercise.

I believe that there actually is some standard that can insert CC data
as special packets into an MPEG stream and that some DVD players can
handle. However, I do not know the details and I definitely cannot test
it. But if someone would give me the precise spec then I can say
whether it can be implemented in the driver.
