With 

  options ivtv enc_vbi_buffers=16 enc_mpg_buffers=16

I stopped seeing the above problem.  Now I'm trying with the default
values (1 and 4, I believe) and instead am changing the latency value
for my hard drive controller from 32 to 128 with

  setpci -s 01:0b.0 latency_timer=80

(My PVR-350 is at 64.)  I'll report back whether this solves the problem.
