Given the contents of the Windows *inf file for the MPC718, I suspect
the video/audio input settings are more like the ones ivtv uses for the
MPC622 than the ones you chose.

Given the picture, an XC[32]028 tuner makes sense, if it is actually
hosted on the card an not somewhere else in the machine.
