As far as I know, the encoder won't crop the video before capturing. However, what you are seeing is not a problem with the encoder, but rather the limits of the horizontal bandwidth of the source signal. try it with different channel on the tuner. Different stations will have different bandwidths, and will have different sized black borders based on what is being transmitted.

i'm not using the tunner, i'm using the svideo input.

All the VHS I've captured has the black borders, as the VHS original source's bandwidth isn't anywhere near edge-to-edge horizontal at 720 (NTSC) pixels wide. Also remember, that the average television set loses anywhere from 20 to 60 pixels on each horizontal edge.

I understand that this problem, but i believe my problem is different and has todo with the scan line start and end, (i can't remember there correct names).

Chris could probably give a better explanation than I.
