This is bad. This says you've got an insmod option that is forcing the tuner 
to type 2. Don't do that. :-)

And that's ivtv trying to set the type correctly, but you've got the insmod 
option overriding it.

Ah, so you did see that. This is what I get for starting a reply without 
reading the entire email first. ;-)

Yes, this is definitely why you're getting static.

What does your /etc/modprobe.conf (or whatever equivalent your distro uses) 
look like? It seems there is an "options tuner type=2" line somewhere.
