Our attention has moved to making the Xdriver implement Xv which achieves a reduction on cpu requirements and data shuffling compared with using X11. This should be usable on any machine and means you are not restricted to mpeg's. Have you tried the latest ivtv & x driver and tried xine with the -V xv option?
What sort of CPU do you have? This work is not complete yet and once some of the rough edges have been sorted out i have plans to reduce the cpu usage a bit more.
