I found that when I used mythtv to capture the data the timeline was fine.

However if you just want to use:

cat /dev/video0 > test.mpg

I have found that as long as I don't scroll along to the end of the file 
cinelerra works fine.  So you just need to capture an extra five minutes more 
than you actually want, then do all your editing without looking at the last 
five minutes.  Then when you render you just select the area you wish to 
render (not the last five minutes obviously).

I know this is not the ideal solution and there might be some way of 
processing the file to tidy up the end of capture, but since it does not 
cause much inconvenience and reprocessing an entire capture file - which 
would probably take hours (unless you have a render farm) is something I 
probably wouldn't bother with even if I knew how to do it.
