Are you capturing at a resolution other than 720x480? I suspect it will 
correct if you try capturing at 720x480.
It would appear the culpret has been found by Simon Koch.a thread 
started in Dec on the ivtv-dev:

Haven't heard from Hans whether or not the fix will be applied to the 
next release.
