Sorry, but I know nothing about yast (and why would the suse setup tool 
scan for tv stations in the first place? this is new to me).

A easy check is this:

use ivtv-tune to select a known good channel. Check with 
ivtvctl --log-status if the correct frequency is set (part of the tuner 
status). If not, then you appear to be doing something wrong.

If it is correct, then check the 'Video signal' status of the cx25840: 
it should say 'present'. If not, then either your antenna cable is 
broken or some connection is wrong, or the tuner on the card is broken. 
Your best bet to be 100% certain is to test it under Windows.
