You cannot change the video standard while a capture is in progress. It
is simply not supported by the ivtv. You will have to stop the capture
first. You generally specify the standard (if it needs to be changed at
all) once only. Changing the frequency on the fly is no problem.

Just running ivtv-radio will switch the tuner to radio mode. You don't
have to do anything special.
